If you click on the inbox (mail icon) next to your username in the upper left, you can select New Message. Start typing someone's username in there, and if they're registered, you can select them from the list that appears.

IIRC, it's really picky, and sometimes you have to re-select or make sure that it didn't de-select your rating when you change the parameters of your search. I haven't used that search in quite a while, so I hope this helps you out!
Okay, I looked into it some more, and you have to enable accepting anon reviews on your profile page. It should be under the field where you can change your password.

Sometimes you have to manually reselect the higher rating for each search, (rating x). If yours is listed as rating X, then make sure it's selected and try running your search again

I think it depends upon fandom, etc. There are plenty of readers, but the trouble is, often, people don't review on here as often as it tends to be a little confusing, and there are some issues with logging in (and staying logged in), as well.
It used to be that editing final chapter as being story complete would do it. I'm not sure if it still does anymore. If you want, you can edit your story summary just by adding COMPLETE to the description box.
I wish there was something that could be done about this. I don't think there is. My best guess would be that it was inadvertently overwritten, maybe in edits or something. Lord knows I've that that myself -_-
